It is common for women of Valqira's Haradrim tribe to wear masks covering their mouth, nose, ears, and often hair as well, on a daily basis and when meeting strangers. There are certain occasions - around the family or close friends, when eating in an informal setting, and others - when unmasking is acceptable or encouraged. 

However, much to the dismay of her strict father, the tribe chieftain, Valqira can sometimes be a rebel as well, especially when she was allowed to visit Umbar - the largest city in Harad - with her friends. Along with other high-born Haradrim girls of her tribe, Valqira would oft go into the city masked, then once out of sight of the tribe elders, unmask her face and hair to flaunt her beauty to the wealthy oligarchs and vibrant corsairs.
